Today is National Indigenous Peoples Day. It’s a day to honour the rich cultures and teachings of First Nations, Inuit, and Métis Peoples. Together, we celebrate and reflect on Indigenous strengths, histories, and contributions and embrace the diversity that strengthens our community.

On World Refugee Day, we reflect on the profound significance of this occasion, honouring the invaluable contributions of diverse refugee communities to the inclusive societies that embrace them. We extend heartfelt appreciation to the dedicated individuals at IRCOM who tirelessly work with unwavering passion and wholehearted commitment to ensure the integration and well-being of everyone they serve within the broader Winnipeg community.

Last year, we provided support to 1,055 individuals from over 20 countries. Through nine distinct programs, newcomers of all ages learned new skills, gained knowledge, built connections, and embarked on their journey to becoming Canadians.

We were pleased to welcome the Honourable Bernadette Smith, Minister of Housing, Addictions and Homelessness, to IRCOM! We met at our original site, IRCOM Ellen, now 33 years old, founded by refugee newcomers who arrived in Canada escaping the Vietnam War. The Minister was strongly supportive of social housing, safe, affordable housing that provides a stable base for newcomers and wrap-around support to help them succeed in their new homes. Our partnership with Manitoba Housing and the Province is amazing, thank you Minister Smith and team, for a wonderful visit!

Brands for Canada, a non-profit charity, is inviting newcomer families to their first PopUp Nike Event on Sunday, May 19th, from 1-4 pm. They have around 800 pairs of Youth-Sized Nike Runners to donate to families in need—1 pair per youth/child. Families must be present to choose the shoes; no pick-ups. Additionally, they have other brand-name new clothing and shoes for everyone else. The event will also feature music and surprises.

In honour of Black History Month last week at IRCOM, we would like to introduce you to George Ivan Henry Atwell.

He was born in Winnipeg on August 14, 1959, and was the son of Gerry Atwell (1925-2017) and Frances Helen Brown (1923-2015).



Gerry Atwell was the student council president in his last year at high school in St. Norbert. He was also active in the Navy League and Sea Cadets, playing trumpet in their marching bands. He was widely known for his on-stage performances as a keyboard player and vocalist with bands such as Eagle and Hawk, Ministers of Cool, Rockalypso, the Boogie Nights band, and Voice of Boom. In 2002, he won a Juno Award with Eagle and Hawk.



Gerry Atwell served as the President and Artistic Director of the St. Norbert Arts Centre. He was also a Musical Director for Sarasvati Theatre and Rainbow Stage. Moreover, he was a writer for theatre, television, radio, and film, with such works as The Hands of Ida (1995), Soul on Ice (1996), The Last Stop (2001-2002), Life of the Party (2002), Barbara James (2003), Hotel Babylon (2005), New Beginnings (2018), and the CBC radio drama Soul Games.

Unfortunately, Gerry Atwell died of a heart attack in Winnipeg on November 23, 2019. However, his legacy lives on through the Gerry Atwell Memorial Mentorship Fund.

Today, in honour of Black History Month at IRCOM, we would like to introduce you to Violet King who was born on October 18th, 1929, in Calgary, Alberta. She was a descendant of black settlers from the USA who moved to Alberta from Oklahoma. Violet grew up in Calgary with her working-class parents and three siblings. From a young age, Violet knew she wanted to be a lawyer. She had seen the unequal treatment of people of colour and experienced racism firsthand. In 1948, Violet attended the University of Alberta where she was one of three women in the Faculty of Law. She was the only woman in her graduating class (1953) and the first black person to graduate from Law school in Alberta. She completed her articling at Edward J. McCormick law firm where she worked on 5 murder trials. In 1954, Violet was called to the Bar, officially becoming the first black female lawyer in Canada.



In a speech delivered at a Calgary University sorority in 1955, Violet stated: “It is too bad that a Japanese, Chinese or coloured girl has to outshine others to secure a position.” She expressed hope that future generations would focus on a person’s ability and less on one’s race or gender. After some years, Violet changed her lawyer status to non-practicing and decided to take on a different role as an executive assistant at Canadian Citizenship and Immigration. In 1963, she moved to New Jersey and became the executive director of the YMCA’s community branch, where her primary role was to assist black applicants with employment opportunities. In 1976, Violet was appointed executive director of the National Council, YMCA’s Organizational Development Group. This made her the first woman to hold an executive position in a national organization.

Today, in honour of Black History Month at IRCOM, we would like to talk about Dionne Brand who was born in Guayaguayare, Trinidad and Tobago in 1953. In 1970, she moved to Ontario to pursue her education. Brand received a Bachelor of Arts in English and Philosophy from the University of Toronto, followed by a Master’s degree from the Ontario Institute for Studies in Education. Throughout her life, Brand has excelled in numerous fields, including poetry, teaching, activism, essay writing, documentary filmmaking, and novel writing. Her work often addresses issues of sexism, racism, unfair labor practices, and stigmas related to sexuality. Brand’s written work has earned her numerous awards, including the Order of Canada and Fellowship of the Royal Society of Canada. She has also served on the board of the Shirley Samaroo House, providing support to immigrant women in Toronto, and has been an advisor to the Toronto Immigrant Women’s Centre. Additionally, Brand was the chair of the Women’s Issues Committee of the Ontario Coalition of Black Trade Unionists. As part of the Black Women’s Collective in Toronto, Brand co-founded “Our Lives”, Canada’s first black women’s newspaper, and was involved in the Women’s Coalition Against Racism and Police Violence. Many of the issues that Brand writes about and advocates for are still relevant and significant in Canada today, and she has been shedding light on these vital topics for decades.

Today, in honour of Black History Month at IRCOM, we would like to introduce you to Mary Ann Shadd, a notable black Canadian figure.
She was the first Black female newspaper publisher in Canada and was known as an educator, publisher, and abolitionist. Mary Ann Shadd was born on October 9, 1823, in Wilmington, Delaware, and passed away on June 5, 1893, in Washington, DC.

Mary Ann was an activist for various causes such as abolition of slavery, temperance, and education. She became a women’s suffragist and advocated for women’s rights. She played a significant role in giving Black people a voice and advocating for women’s rights. Mary Ann also spoke about these issues on lecture tours and promoted them in her newspaper, The Provincial Freeman.

Not only was she a newspaper publisher, but she was also a teacher who established a racially integrated school for Black refugees in Windsor, Canada West. She wrote educational pamphlets promoting settlement in Canada, one of which was A Plea for Emigration; or Notes of Canada West, written in 1852.

After her time in Canada, Mary returned to the United States, where she became a recruitment agent for the Union Army during the Civil War. She also pursued a law degree at Howard University and became one of the first Black women to complete a law degree in 1883, becoming a civil rights lawyer. Among her other accomplishments, she was the first Black woman to vote in a national election. In 1994, Shadd was designated a Person of National Historic Significance in Canada.

Talk about a night to remember at Canada Life Centre! Huge thanks to @myassiniboine (ACU) for hooking us up with front-row seats to the Manitoba Moose game! The adrenaline was pumping, the atmosphere was electric, and even though the Manitoba Moose faced a tough moment with a last-minute goal against them, the thrill was unbeatable! Thanks a million, ACU, for the epic experience!

Our IRCOM U15/16 Girls’ soccer team scored a fantastic 1-0 win against the Bonivital squad on November 25 in their tournament. What made this even more special was that our very own Board President, Beyen Embafrash, was cheering from the sides! We are grateful for the love of our supporters and here’s hoping for more wins and success in this tournament!

Established in 1994 in Manitoba, it is a time to honour the more than 12,000 First Nations, Inuit, and Métis peoples who served in the First and Second World Wars and the Korean War. The unwavering commitment spans over 200 years of military service, with Indigenous peoples bringing valuable skills, and embodying courage and sacrifice. Let`s take a moment to pay tribute to their legacy and acknowledge the unfair treatment received by Indigenous veterans upon their return home.

November 7th a date that holds special significance – it`s International Inuit Day!
Join us at IRCOM in celebrating the unique heritage and rich culture, languages, voices, and contributions of Inuit communities. This date was thoughtfully chosen to coincide with the birthday of Eben Hopson, an Iñupiaq leader who played a pivotal role in founding the Inuit Circumpolar Council. Their mission was to unify and amplify the voices of Indigenous peoples across the Arctic. Today, let`s unite to honour and celebrate by listening to Inuit voices and learning more about the rich culture and history.

The Got Citizenship? Go Vote! Campaign is in full swing! Join us this Saturday at 215 Isabel St. for a civic engagement event like no other. Let`s align immigrant demands with campaign promises and make our voices heard in the upcoming provincial election! Immigration Partnership Winnipeg’s (IPW) Civic Engagement and Inclusion Sector Table, together with the Ethnocultural Council of Manitoba, the Immigrant and Refugee Community Organization of Manitoba (IRCOM) and other newcomer serving organizations, ask provincial candidates and party leaders to commit to addressing immigrants` common barriers to succeed in their settlement and integration processes. The campaign aims to encourage those of the immigrant and refugee community who have their citizenship and are 18 years and older to participate in the upcoming provincial election.

IRCOM`s Homework and Education for Youth (HEY) program is seeking dedicated Homework Tutor Volunteers to provide personalized support to students in grades 7-12.
You don`t need to be an expert in specific subjects; rather, your role is to exemplify how to effectively use available resources, fostering a collaborative and enriching learning environment.
Our mission is to enhance academic achievement, increasing the likelihood of high school graduation and pursuing higher education.
As a Homework Tutor Volunteer, you`ll be an integral part of IRCOM`s HEY program, a component of our After School Program (ASP).
HEY operates from 4:00 p.m. to 8:00 p.m. Monday to Thursday, and from 4:00 p.m. to 6:00 p.m. on Fridays.
We encourage Homework Tutors to establish meaningful, enduring connections with our young participants while aiding them in their homework.

In honour of World Mental Health Day today, IRCOM is excited to announce that we are one of the recipients of the #BellLetsTalk Community Fund Grant!

The grant welcomes our new project titled "Landing on Our Feet" which engages newly-arrived refugee men and women in mental health. It is an early prevention mental health promotion project for newcomer refugees that visits core programs with culturally accessible mental health education and empowerment 💪

Among many other goals, we hope that this project succeeds in increasing newcomer understanding of mental health and well-being and that it facilitates direct access to care. 💛

August 18 was a memorable day for IRCOM. We had the pleasure of hosting a Provincial Announcement - a $1M investment in a pilot project that will create 68 new childcare spaces for newcomers in Winnipeg! IRCOM participants who get jobs through the Chamber’s Newcomer Employment Hub are to be eligible for 1 year of fully subsidized child care. This pilot addresses a huge barrier to employment for our families who are ready to work. 💪

IRCOM provides many essential community services to its tenants and the surrounding neighbourhood through the help of our committed volunteers. Through a wide range of services provided at IRCOM, volunteers assist us in meeting the needs of the newcomer population in Winnipeg in order for them to make a successful transition into their new home.

IRCOM has positions for volunteers to assist in many different programs. We accept volunteers from ages 15 and older, and currently have a range of volunteers from high school all the way to senior citizens!

Meet the 3 resilient founders of IRCOM: Sinh Nguyen, Quanhai Tonthat, and Van Nguyen. #IRCOM30 💪

In 1984 these people founded SEARCOM, the South East Asian Refugee Community Organization of Manitoba, which evolved into what is now called IRCOM. Their vision was to support a large number of refugees or “boat people” arriving from Southeast Asia who were fleeing from war and persecution in the 70s and the 80s. Together, they sought to meet the needs of their community members who were struggling to integrate into Canadian society. Sinh, Quanhai, and Van created the concept, led the programming, fought for funding, and signed the mortgage; all of this built the strong foundation of what and who IRCOM is today, 30 years later. This is IRCOM`s history.

Whoever they are, people forced to flee should be treated with dignity. Anyone can seek protection, regardless of who they are or what they believe. It is non-negotiable: seeking safety is a human right.

Wherever they come from, people forced to flee should be welcomed. Refugees come from all over the globe. To get out of harm’s way, they might take a plane, a boat, or travel on foot. What remains universal is the right to seek safety.

Whenever people are forced to flee, they have a right to be protected. Whatever the threat – war, violence, persecution – everyone deserves protection. Everyone has a right to be safe.

In 2012, IRCOM was approached to open a second location on the corner of Ross and Isabel. After many years of construction and a flurry of transition plans, IRCOM officially opened the doors of its new building in August 2016.

The transition onto this second building marked another sort of transition as well. Whereas IRCOM Ellen is primarily surrounded by businesses, IRCOM Isabel is in the heart of a residential neighbourhood, surrounded by a strong Indigenous community. In moving into the new building, IRCOM has been learning a lot from these new neighbours, and has come to understand the role that newcomers and newcomer-serving organizations can and should play in the process of Reconciliation.

Looking ahead, IRCOM is excited to see how the Winnipeg community adapts to make room for more voices, including Indigenous and newcomer voices, as we shape the future of our multicultural city.

Today we would like to thank Donna for her committed support for our Newcomer Literacy Initiative program. Our NLI program provides EAL classes to immigrants and refugees who cannot access mainstream programs due to childcare commitments or mobility issues. A volunteer for IRCOM since 2018, Donna has gone above and beyond in continuing to help us out even during the times of the pandemic where programs were virtual.

Meet Shireen! Shireen volunteers for IRCOM`s Newcomer Literacy Initiative (NLI) program in child care. As an IRCOM tenant who has used child care in the past, she can relate to parents and children in the program. Her ability to speak to children in their first language is very useful in helping to calm children and get them involved in play. Shireen is always smiling and willing to learn new skills. She likes to volunteer as a way to practice and strengthen her English skills. Shireen is a joy to have in the program and our Child Care Program (CCP) is grateful to have her! 💛

COVID-19 continues to negatively affect learning in grades K-12 across North America, with disproportionate impacts on students based on factors like race, ethnicity, socioeconomic status and geographic location. Through the #TDReadyChallenge, we are working with @TD_Canada to help students catch up and minimize future learning loss.

IRCOM`s `Scaling-Up initiative` is a blended in-person and online after school enrichment program that offers hands on learning opportunities in the classroom and community, and uses a holistic framework that considers youths` emotional, social, and academic needs. IRCOM`s offices will be closed tomorrow, November 11th in honour of Remembrance Day.

November is Financial Literacy Month! This month, we honour our Asset Building Program (ABP) which aims to build the capacity of low-income households to manage their finances and save money for the purchase of assets that will yield long-term benefits for individuals, their families, and their communities.

Through one-on-one support from IRCOM staff, our ABP includes:
💸 Money Management Training classes adapted to an English-as-an-Additional-Language (EAL) format with culturally relevant information about transportation loans and the Refugee Assistance Program (RAP)
💸 Matched savings credits that are added to the funds that participants save on their own
💸 Peer support and the opportunity to share their experiences with money, ways to deal with issues such as the pressure to send money back home

In partnership with SEED Winnipeg Inc., United Way Winnipeg, and Assiniboine Credit Union 🙌

Staff had a blast on Wednesday at our @unitedwaywpg fundraising event! We had the chance to participate in various activities such as making beautiful origami (taught by Carlos C!), a guess-the-jellybean game, a baby photo challenge, and a food station 🤩

For Halloween this year, ASP staff (in costume 👻) prepared and distributed delicious candies and cool crafting kits to all the youth and children at IRCOM, both at Isabel and Ellen!

While it may not be equally as fun as trick-or-treating around the neighbourhood, we will always do our best in ensuring our youth and children have fun in the safest way possible. With that, we are proud to say that IRCOM had a very Happy Halloween! 🎃🙌
